Project presentation:
On August 31, 2021, the Hungarian Danube Ports Association and Ecotech Nonprofit Zft. The Digital Lifebelt project, identification number GINOP-5.3.5-18-20108-00025, was implemented in the consortium.

The purpose of the development, which ran from March 1, 2020 to August 31, 2021, was to improve the adaptability of employers and employees of the port sector to technological development and to develop related solutions to the sector's labor market challenges, which include the lack of skilled labor , the difficulties of replacing aging workers, the low level of "digital literacy", labor-intensive work processes involving a lot of paperwork and the attraction of young workers. The primary target group of the project and the results it creates are the member companies of the port association and the employers operating in the sector, but the development also appeals to a wider group through its measures towards the current and future employees of the sector.

The consortium achieved its objectives as a result of the following process:

As a first step, a detailed analysis of jobs and work processes took place at 10 selected member organizations, with their digitization and to examine its connections with automation technologies. Simultaneously, the mapping of emerging and expected new technologies and trends in river port logistics took place from domestic and international sources, as well as the exploration of their effects on the labor market and the prediction of future jobs. A comprehensive digital competence survey of employers was also carried out, using a two-level digital competence test. Based on the results obtained from the three surveys, the digital and other competencies to be developed can be determined.

Based on the results of the surveys, the curriculum of a multi-level, sector-specific competence development program was developed and tested in the form of specific trainings as part of a pilot project. In the framework of the pilot project, an online course material (instructor's aid) was also developed, which enables businesses to develop their digital competence "in-house" with the help of internal mentors. The preparation of the first group of so-called "digital mentors" was also carried out within the framework of the project, in July 2021.

Based on the digital competence survey and international technological trends, the consortium has developed a KPI system (measurement tool) that serves both development and dissemination purposes, which enables businesses to self-assess and identify their level of digital adaptability and development. Essentially, the system will be a stand-alone tool with a methodological aid, filling guide, and reference values. The KPI system and the related online filling interface are available in a separate menu item on the port association's website.

Based on the experiences and results gathered during the project, the Sectoral HR strategy was prepared, which contains a package of proposals for decision-makers and educational institutions on the topic processed during the project, regarding the port sector.
